Abstract

Amendment 13 to the Pacific Coast Salmon Plan concerns the management regime for Oregon coastal natural coho. It revises the management goals for Oregon coastal natural (OCN) coho to increase the probability that this aggregate stock will recover from a long period of very low abundance. It contains, among other things, proposed OCN Coho Management Objectives. This Amendment, based on a proposal developed by the Oregon Department of Fish and Wildlife (ODFW), presents and analyzes the impacts of the proposed thirteenth amendment to the Pacific Fishery Management Council's ocean salmon fishery management plan (FMP). The amendment considers a change in the management of Oregon coastal natural (OCN) coho salmon Oncorhynchus kisutch to utilize the most recent estimates of spawner escapements and abundance and to help ensure the protection and timely rebuilding of the stock. It sets two management alternatives and considers ecological impacts, social and economic impacts, administrative Impacts of those alternatives.
