Abstract The present Regulation authorizes the Alfalfa Seed Commission to make regulations for the purpose of operating the Alfalfa Seed Plan. The Commission may make regulations, for example, requiring persons other than producers to be licensed under the Plan before they become engaged in the marketing and processing, or either of those functions, of the regulated product (sect. 2(b)).
