Special requirements are requirements which apply to operations performed with alcohol in addition to the provisions of other legislation. According to the Act, alcohol means a food group consisting of spirit and alcoholic beverages. The Act further provides for special requirements for handling of alcohol; restrictions on consumption of alcoholic beverage; state supervision; and liability.
