The owner and the operator of a facility shall ensure that every pyrometallurgical vessel at the facility is fitted with a primary off-gas collection system; the owner and the operator of a facility shall ensure that a pyrometallurgical vessel at the facility is fitted with a secondary off-gas collection system. Moreover, the owner and the operator of a facility shall ensure that the discharges of sulphur dioxide captured by each off-gas collection system required under section 3 are sent to a baghouse that uses lime injection or to a wet scrubber.
