The Controller shall cause to be kept a register of seed importers and a register of seed cleaners (sect. 4). Sections 5 to 16 deal with matters relating to registration of importers or cleaners. Section 17 and following make provision for the testing of seed. For this purpose the Government shall establish one or more seed-testing stations. There shall also exist inspectors of Seeds to be designated by the Minister (sect. 23 to 27). Remaining sections of the Act provide for licensing of seed sellers (sects. 28 to 34), the power of the Minister to declare prescribed seed and to regulate handling of such seed (sects. 35 to 38), importation and exportation of seed (sects. 39 to 47), certification of seeds (sects. 48 to 66), and miscellaneous matters including offences and regulation making powers of the Minister.
