It shall be unlawful for any firm or person to sell vegetable seed or offer it for sale unless registered under these Regulations (reg. 2). The registration shall be annual. Seed offered for sale must be from a variety of vegetable approved by the Minister under regulation 5. Every package or container of vegetable seed sold or offered for sale shall be labeled in accordance with rules laid down in regulation 8. Regulation 9 concerns testing of imported seeds, whereas regulation 10 provides for testing of other seeds. Vegetable seed shall be declared unsuitable for planting in the cases specified in regulation 11. Regulation 13 provides for authorization under special circumstances the sale of vegetable seeds and regulation 14 prescribed offences.
