Every relevant person shall be registered for the purposes of this act by the Minister responsible for Agriculture and Fisheries and such registration shall be in addition to any other registration, licence or authorization required by any other law for a person to engage in the activity for incentives are granted. A certificate of registration shall be issued and may be revoked or suspended in accordance with section 8. Applications for incentives shall be made to the principal secretary of the Minister responsible for finance (sect. 5).
