Production, processing and marketing has to be market-oriented, and the productivity of agriculture increased by structural measures. A special effort shall be made to protect the environment from harmful effects. To achieve such objectives financial agricultural measures such as direct payments, etc. are provided for; in particular, for mountainous areas and other disadvantaged areas. Article 7 establishes that the Federal Minister for Agriculture and Forestry is going to set up a commission for this purpose. Furthermore, article 9 establishes that having monitored the work of the Commission, the Federal Minister is to prepare a special report to the Federal Government about the development of agriculture. The Federal Minister can avail himself of private bodies. The text consists of 11 articles.
