In particular, this implementation plan and monitoring framework supplements the governance, institutional and strategic frameworks laid out in Agricultural Sector Plan 2016-2020 - Volume 1. It is intended to guide the Ministry of Agriculture and Fisheries and its partner agencies in the Agricultural Sector Plan (ASP) program delivery, monitoring and evaluation and resource mobilization. It should be used in conjunction with the Volume 1 document, which contains the background, rationale and description of the proposed strategic intervention areas.
