Abstract This Law consists of 2 Chapters divided into 28 articles. Definitions and terms (I); Imported, exported and transient consignments (II). The following shall be subject to this Law: imported, exported and transient consignments; plants and plant products; fertilizers; containers; soil; honey bees; epidemic's spreading (art. 2). The Ministerial Resolution shall establish the Agricultural Quarantine Committee composed of 3 specialists with the objective to prepare Ministerial Resolution Projects, to update Standardization and Metrology standards, to give international recommendations and innovations (art. 3). The Competent Inspector shall carry out the inspection and control on all consignments at borders (art. 7). The Minister shall fix the agricultural quarantine fee by issuing a resolution (art. 11). Article 13 deals with the prohibition to import any consignment without a previous permission (art. 13). Prohibition to import unprocessed organic fertilizers and soil with or without consignments (art. 14). Prohibition to export any consignment without a previous authorization (art. 17). The competent authority shall issue a Plant Sanitary Certificate for the consignments (art. 19). The transient consignment shall be hermitically packaged (art. 22). The transient consignment shall not transit more than 3 days in the crossing points (art. 23). The Ministry shall prepare a register for the applications and sanitary certificates (art. 28).
