They prescribe that it shall be unlawful to export any wheat unless such wheat has been inspected by the inspector at places prescribed by these Rules or the Director of Agriculture. Wheat intended for exportation shall be graded in accordance with the instructions set out in the Schedule to these Rules and an export certificate issued. The Rules lay down standards for the quality and packing of wheat. These Rules shall not apply to wheat exported to any port on the eastern coast of the continent of Africa south of Port Said and north of Beira, or to any port of Arabia.
