Abstract

The Government of the Russian Federation and the administration of the Rostov Region have agreed as follows: 1). The parties will conduct co-ordinated policy in the field of ensuring safety and protection of the population and territory of the Rostov Region against emergency situations of environmental and technological type. 2). The parties confirm the necessity of further improvement of the integral state system of prevention of emergency situations of environmental and technological type and liquidation of their consequences including territorial sub-system of the Rostov Region. 3). The Government of the Russian Federation pledges to provide for: a). elaboration and financing of long-term programs aimed at the reduction of the risk of emergence of the emergency situations including flooding prevention arrangements for the protection of inhabited areas and objects on the territory of the Rostov Region; b). determination of national arrangements in the field protection of the population and territory of the Rostov Region against emergency situation and their realization; c). setting up reserves of material, technical, financial and other resources for the purpose of protection of the population and territory of the Rostov Region against emergency situations; d). determination of the modalities of preparation of the population for the protection against emergency situations. 4). The Administration of the Rostov Region is entitled pledges to: a). provide on the proper territory for the organization and realization of arrangements for protection of the population and territory against emergency situations and assume responsibility for them; b). elaborate in accordance with Federal Laws regional laws and other normative acts in the field of protection of the population and territory of the region against emergency situations; c). carry out in accordance with the established modalities data collection and exchange of information regarding protection of the population and territory of the region against emergency situations; d). set up reserves of material and financial resources for liquidation of the consequences of emergency situations. 5). Head of Administration of the Rostov Region is entitled to set up authorized institutions (committees, departments) entitled to resolve problems regarding protection of the population and territory against emergency situations.
