Abstract

The Government of the Russian Federation and the administration of the Sakhalin Region have agreed as follows: 1). The Government of the Russian Federation and the administration of the Sakhalin Region shall have joint authority as regards the following issues: co-ordination of international activity and external trade, including export, for the purpose of maximum realization of export potential of the Sakhalin Region; forming and carrying out regional and inter-regional programs of economic ties and external trade of the Sakhalin Region; receipt of foreign credits guaranteed by the budget of the Sakhalin Region, their use and repayment; implementation of international agreements of the Russian Federation concerning the interests of the Sakhalin Region; information coverage of external economic ties of the Sakhalin Region; conclusion of separate agreements between the Parties that must envisage charges to be paid by investors for the use of subsoil and land (bonuses, royalties) to the regional budget; elaboration of the recommendations regarding rational use of land, put into operation by foreign investors. 2). The administration of the Sakhalin Region: shall carry out international activity and external trade on the territory of the Sakhalin Region in accordance with the Legislation of the Russian Federation; conclusion of agreements at regional and territorial level with foreign states; elaboration and carrying out policy for drawing in foreign investments for the purpose of the realization of regional programs on the territory of the Sakhalin Region. 3). Federal Executive Bodies are authorized to carry out international arrangements on the territory of the Sakhalin Region exclusively by agreement with the regional administration. 4). Federal and Regional Executive Bodies are authorized to carry out control over international activity and external trade on the territory of the Sakhalin Region for the purpose of ensuring the observance of the respective legislative provisions of the Russian Federation and protection of economic and political interests of the Russian Federation and the Sakhalin Region.
