Abstract

The Government of the Russian Federation and the Government of the Republic of Sakha (Yakutia) have agreed as follows: 1). The Government of the Russian Federation provides for carrying out common state policy in the field of environmental protection and regulation and use of natural resources in the Russian Federation; regulation of relationship in the field of environmental protection and stable ecological development; organization of Pan-Russian system of environmental monitoring; elaboration of international, federal and inter-regional ecological programs and environmental quality standards; determination of the modalities of elaboration and validation of ecological standards, basic charges for escape, discharge and emission of hazardous substances in environment; observation of federal legislation in the field of environmental protection and use of natural resources and carrying out state control over the observation of the requirements of federal legislation in the field of environmental protection and use of natural resources. 2). The Parties shall elaborate, carry out and finance programs ensuring rational use of environmental resources and ecological safety; co-ordinate arrangements for the prevention of disasters; carry out state ecological control; undertake effective arrangements for reproduction of wildlife and plant species, conservation and reproduction of biodiversity; keep state Red Books. 3). The Government of the Republic of Sakha (Yakutia) is entitled to carry out autonomously, within its sphere of competence, state management in the field of environmental protection and use of natural resources except for issues regarding sphere of competence of Federal Executive Bodies or joint competence of Federal Executive Bodies and state executive bodies of the Republic of Sakha (Yakutia). 4). The Parties shall cooperate for the prevention of environmental damage at regional, territorial, provincial, republican and transborder level on the part of industrial, agricultural and other types of enterprises, associations and physical persons registered on the territory of the Republic of Sakha (Yakutia).
