Abstract

The Government of the Russian Federation and the Government of the Republic of Sakha (Yakutia), recognizing the necessity of joint elaboration of complex programs as regards ensuring reliable and efficient functioning of the Northern Sea Lane as common national transportation sea route for the purpose of ensuring transportation services of the North and the Arctic regions and the Republic of Sakha (Yakutia) under conditions of economic reforms, have agreed as follows: 1). The Parties, for the purpose of meeting the demands of the regions adjoining the Northern Sea Lane, adjoining the Northern coastal area of the Republic of Sakha (Yakutia), elaborate jointly the long-term program of development and efficient functioning of the Northern sea Lane, envisaging: improvement of the infrastructure of sea-ports, situated along the Northern Sea Lane; forming of new operation means of the Northern Sea Lane (navigation and hydrographical equipment, means of communication, search, rescue, environmental monitoring, hydrography, etc.); creations of transportation means of new generation for the Northern Sea Lane. 2). The Parties consider that any use of the Northern Sea Lane must be carried out taking into account the interests of the Republic of Sakha (Yakutia) and other subjects of the Russian Federation concerned. 3). The Parties shall contribute to financing of the development of the infrastructure of sea-ports situated along the Northern Sea Lane, hydrographical work, setting up and functioning of information systems along the Northern Sea Lane in accordance with shares determined by the present Agreement. 4). The Parties have agreed that in the process of development and intensification of economic relations in the field of use of the Northern Sea Lane, in the future they will sign special agreements regarding single particular issues dealing with operation of the Northern Sea Lane.
