Abstract

The Government of the Russian Federation and the administration of the Nizhni Novgorod Region have agreed as follows: 1) The Government of the Russian Federation and the administration of the Nizhni Novgorod Region shall have joint authority as regards the following issues: co-ordination of external trade of the Nizhni Novgorod Region for the purpose of maximum realization of its export potential; realization of international agreements of the Russian Federation in the field of external economic ties that directly concern the Nizhni Novgorod Region; elaboration and carrying out policy of drawing in foreign investments in the Nizhni Novgorod Region for the purpose of realization of federal and regional programs. 2) The administration of the Nizhni Novgorod Region: shall carry out formation and realization of regional and inter-regional programs of external trade of the Nizhni Novgorod Region; shall take part in the elaboration of international agreements of the Russian Federation as regards international and external economic ties that concern directly the Nizhni Novgorod Region. 3) Federal Executive Bodies are authorized to carry out international arrangements on the territory of the Nizhni Novgorod Region exclusively by agreement with the regional administration. 4) Federal and Regional Executive Bodies are authorized to carry out control over international activity and external trade on the territory of the Nizhni Novgorod Region for the purpose of ensuring the observance of the respective legislative provisions of the Russian Federation and protection of economic and political interests of the Russian Federation and the Nizhni Novgorod Region.
