The Agreement enters into force days from the date of its official publication.
Abstract

Authorised representatives of the state bodies of state power of the Russian Federation and the bodies of state power of the Republic of Buryatia have agreed on the following: 1) The relations between State Bodies of the Russian Federation and State Bodies of the Republic of Buryatia shall be governed by the Constitution of the Russian Federation, the Constitution of the Republic of Buryatia and the present Treaty. 2) The Russian Federation and the Republic of Buryatia jointly are authorized to administer the following issues: a) establishment of conditions for economic activity and nature management on the territory of the Republic of Buryatia adjacent to the Baikal lake; b) elaboration and validation of the federal programs of the development of the zone of Baikal-Amur main line situated on the territory of the Republic of Buryatia. The Russian Federation adopts federal laws regarding the aforesaid issues of joint jurisdiction on the basis of which the Republic of Buryatia carries out its proper legal regulation. 3) Bodies of state power of the Russian Federation are authorized to: a) elaborate and adopt federal law on Baikal lake and other legal acts regarding establishment of special conditions of nature management and environmental protection of the Baikal region; b) elaborate and validate long-term federal programs regarding protection, renewal and improvement of Baikal region. 4) Bodies of state power of the Republic of Buryatia within the limits of their jurisdiction are entitled to: a) apply federal legislation on Baikal, adopt on its basis normative legal acts and carry out control over their observance; b) elaborate and validate long-term federal programs regarding protection, renewal and improvement of Baikal region; c) favour conclusion of the regional ecological agreements concerning Baikal region.
