Abstract

The Government of the Russian Federation and the Government of the Udmurtian Republic have agreed as follows: 1) The Government of the Russian Federation is authorized to co-ordinate the activity of Federal Executive Bodies and their territorial branches situated in the Udmurtian Republic in the field of environmental protection; to establish the modalities of elaboration and validation of ecological norms of discharge and emission of hazardous substances in environment, limits of the use natural resources and distribution of waste materials; to establish the modalities of determination of charges and their limits for the use of natural resources, environmental pollution, distribution of waste materials and other types of hazardous environmental impact; to establish and organize integral system of ecological monitoring. 2) The Government of the Udmurtian Republic is authorized to carry out the following plenary powers in the field of environmental protection at the regional (republican) level: to determine the main directions of the environmental protection and to validate the ecological programs; to carry out registration and valuation of the state of environmental resources, valuation of hazardous works and keeping registers of environmental resources; to plan environmental protection arrangements, the use of natural resources, financing and material and technical guarantees for ecological programs; to issue licenses for the use of land , subsoil, water, forest and other vegetation, wildlife, for distribution, processing, burial (stockpile) of industrial, consumer and other waste materials; to establish differentiated charges for the use of environmental resources and for emission and discharge of hazardous substances; state management in the field of environmental protection and use of natural resources; to direct ecological service and to carry out state ecological expertise; to organize the formation and purposeful use of extra-budgetary funds for the protection, reproduction and study of the state of environmental resources. 3) The Parties shall carry out jointly on the territory of the Udmurtian Republic the following plenary powers: elaboration, financing and carrying out federal programs regarding utilization, protection and study of the state of environmental resources; transboundary utilization of natural resources; keeping of especially protected areas and objectives; organization of state ecological expertise. 4) The competent authorities of the Parties, for the purpose of carrying out joint plenary powers, can set up common institutions on the basis of separate agreements.
