Abstract

The Government of the Russian Federation and the Government of the Republic of Bashkortostan, recognizing their responsibility in the field of environmental protection and ensuring rational use of natural resources have agreed as follows: 1). The Parties shall carry out co-ordinated policy in the field of environmental protection and ensuring ecological safety. 2). In particular the Parties shall elaborate and carry out jointly programs and projects in the field of environmental protection, ensuring rational nature management and ecological safety; improve legislation, normative legal acts and standards in the field of environmental protection and regulation of management of natural resources; to determine scientifically grounded limits of involvement of natural resources into economic activity and limits of admissible of their irretrievable withdrawal; carry out state ecological expertise of the programs of development of productive forces, investment projects and decisions regarding economic activity; to make arrangements regarding repopulation of wildlife and plant species and reproduction of biodiversity; keep state Red Books (registers of protected species). 3). State executive bodies of the Republic of Bashkortostan in accordance with federal and regional legislation and specific agreements determine the modalities of management of specific natural resources, their protection, including rate setting, quota setting, licensing, environmental fees, registration and valuation of the stock of natural resources.
