This Agreement enters into force from the date of signature.
Abstract

The subject of cooperation under the Agreement is the interaction of the Parties in the organization of training in hydrometeorology and related fields and joint research in meteorology, hydrology, climatology, oceanology, heliogeophysics, environmental monitoring and pollution. The Parties will carry out coordinated activities aimed at using the achievements of basic science and applied research, training of specialists, in the interests of creating new technologies in the field of hydrometeorology and related fields, environmental monitoring, pollution, implementation of the results of research in the activities of Roshydromet and scientific and educational activities of MSU. The Parties shall interact in the following fields: (a) implementation of joint scientific and educational programs and in the fields of interaction that are the subject of this Agreement; (b) exchange of information, holding joint working meetings to identify the most important issues, preparing proposals for their implementation in the field of hydrometeorology and related areas, environmental monitoring and pollution; (c) study of the atmosphere, ocean, surface waters in order to develop and create methods for the analysis and prediction of dangerous hydrometeorological phenomena, mathematical modeling of their dynamics, as well as the creation of databases of geoinformation resources, training specialists in hydrometeorology and related fields to meet the needs of Roshydromet staff renewal; (d) organization of practical training for MSU students; (e) identification and study of the links between climate change and the risks of dangerous natural processes, social and economic damages, risks of deterioration in the quality of life and health of the population; (f) development of promising methods for monitoring of environmental pollution; and (g) promoting the integration of federal, regional, and local observation networks, as well as the integration of information flows using geoinformation technologies.
