Abstract

The development plan of the natural reserve zone of Xinjiang Autonomous Zone shall be incorporated in the local economic development plan. The principle of primary concern in the natural reserve zone is protection. It shall integrate protection and utilization, strengthen the work of protection and prevent the damage of the ecological environment and natural resources. Protected areas at state level shall be under the management of natural reserve administration department of the State Council or administration department of autonomous government; protected areas at regional level shall be under the management of the natural reserve administration department of autonomous government or county government. Foreigners entering the protected area shall apply for permission. Scientific research, experiment or other activity e.g. hiking, travelling in the protected area shall be subject to an administrative fee. Further articles concern offences and penalties.
