Abstract

This Title of Article 15 of the Environmental Conservation Law of New York (the Article 15 being known as the Water Resources Law of New York) adopts administrative procedures for the Article 15. More specifically, it defines the rule-making procedure by the department of environmental conservation of New York, the hearing procedure which in most cases is public; participation of the public in the proceedings; other procedural matters and payment of costs by the petition for any hearing initiated by petition. Notably, the provisions of this title shall not apply to applications for permits, requests for permit renewals and modifications, or to permit modification, suspension or revocation proceedings initiated by the department where any of such actions involve certain titles of the Article 15.
