Abstract

Considering that Zambia faces a critical challenge of low employment, particularly with high unemployment levels amongst young women and men, employment opportunities for young women and men shall be activated. Therefore, the Government has taken major steps towards creating an employment-friendly policy regime by addressing the issue of inadequate aggregate demand and finding ways to stimulate employment-intensive growth, inter alia, through: i) Recognition of the importance of economic growth in the employment and job creation strategy framework; ii) Integration of employment concerns into macroeconomic and sectoral policies: employment is now an objective of the development plan and employment outcomes are integrated into the development strategy. The 2013 Budget has set a global target of one million new jobs to be created over a five-year period; iii) Promotion of the growth of sectors and economic activities that are employment generating: the employment and job creation strategy is embedded in the growth of six sectors with the greatest job creation potential: agriculture, livestock and fisheries; tourism; construction; manufacturing; energy and mining.
