This Plan continues the 2001-2005 PARPA I, holding in common priorities in the areas of human capital development in education and health, improved governance, development of basic infrastructure and agriculture, rural development and improvement in macroeconomic and financial management. It states that everyone has the human right to good standards of living and access to food on a regular and predictable basis is a fundamental right of all people and a basic premise for national well-being. The aim of this cross-cutting issue is to ensure the conditions for the production of a nutritious and healthy diet or getting the means to have access to adequate food. To do this, it is necessary to: promote activities aimed at strengthening people's access to resources and means to ensure their subsistence; protect those who can not sustain themselves by establishing and maintaining safety nets and other assistance in light of considering the interdependence and inter-relation of food and nutrition security with development areas.
