That company shall be responsible for the implementation of the provisions of this Act in relation to all irrigation areas and restricted areas. An Order of the Minister may vest in the Authority all functions the Minister thinks fit and may transfer assets and liabilities of Irrigation Authorities and the Black River Drainage and Irrigation Board, and the Commissioner of Lands in relation with the irrigation works constructed under the Rio Cobra Canal Law.
