Abstract This Law carries into effect provisions of the Environment Protection Protocol signed in Madrid in 1991. Its provisions apply to the Antarctic defined as the area south of the 60th southern parallel and to activities of: (a) Finnish citizens; (b) Finnish legal persons; (c) Finnish ships and aircraft; (d) foreigners resident in Finland; (e) and foreigners who are members of or responsible for the organization of expeditions or other operations to the Antarctic which are organised in Finland or which depart from Norway directly to the Antarctic (sect. 2).
