Article 3 deals with the Basic Policy which shall be prescribed in regard to certain matters, while taking into consideration the circumstances, such as the long-term outlook for energy supply and demand, the specific characteristics and the technical levels of the «New Energy Utilization» and giving due consideration to the preservation of the environment.
