Articles 4 and 5, 15 (section 1, point 1) article 18 (section 1) and article 37 shall enter into force on 1 January 2010. Abstract The purpose of the Act is to ensure water and wastewater supply is of environmental standard quality, and securely operated for the benefit of its consumers. Water, waste water utilities and water companies shall provide water to at least ten properties or transport wastewater obtained from at least ten properties; they shall also provide at least 200,000 m3 of water annually for at least ten properties. Water supply companies shall have a price cap and shall make process-oriented benchmarking. The Minister of Environment shall set regulations with regard to the content of the content of the process-oriented benchmarking and the publication of these results. The Ministry of Environment shall establish a Water Supply Secretariat which shall carry out benchmarking, sets price ceilings, informs the public of benchmarking's results according to the Act's regulations.
