Abstract The present Act, which is composed of 14 Paragraphs, establishes that financial resources of the Fund can be distributed only by organizational units entitled by the Minister competent at public finances affairs. Before giving accreditation, the Minister shall control the preparation state of the organization to the maintenance of the financial resources, and shall decide if the procedures and structure of the organization are appropriate.
