Abstract The purpose of this Act is to use the potential of wind energy in the Polish Excluded Economic Zone and to create legal solutions that will support all entities interested in the development of the offshore wind energy sector in Poland, including companies responsible for supplying components for the construction of offshore wind farms. The Act includes regulations important for the development of offshore wind farms, i.e. the support system, local supply chain, connection to the grid, and introduces procedural improvements in the construction and operation as well as administrative proceedings in order to accelerate the implementation of the investment. The provisions of the Act take into account both the specificity of investments in offshore farms and solutions aimed at their dynamic development and quick inclusion in the National Power System. For this purpose, the Act introduced a separate support system for offshore wind farms. Producers will be able to apply for the right to cover the negative balance.
