Abstract The Act aims to ensure that the country's land and natural resources are exploited on the basis of social protection and development, by promoting local development, employment and business activities and by monitoring air, water, soil and noise pollution. It sets rules on safety and security standards through a National Planning Committee responsible for providing a summary of land planning projects with the specification of the planning’s objectives. This by establishing guidelines regarding the distribution of urban land, the extent and location of major transport facilities and other installations, the extent and location of major industrial companies - including companies for mineral exploitation and construction, the location of public institutions, serving more than one municipality and to the size and location of parks, regions and areas for tourism and recreational purposes.
