Abstract This Act is composed of the following Sections: General provisions (sec. 1); Characteristic of organs (sec. 2); Permissions for international shipment of wastes (sec. 3); Preliminary permissions for the installations of recycling (sec. 4); Financial guarantees (sec. 5); Return of wastes (sec. 6); Appropriate border checkpoints and customs (sec. 7); Criminal provisions (sec. 8) ; Penalty fees (sec. 9); Changes in valid provisions (sec. 10); Transitional and final provisions (sec. 11). The Act lays down proceedings and organs competent at tasks concerning international shipment of wastes resulting from the EC Regulation 1013/2006 on shipments of wastes, and penalty fees for violating obligations concerning international shipment of wastes. The organ competent for the implementation of the EC Regulation 1013/2006 is the Chief Inspector of the Environmental Protection, which is in particular competent at: import of wastes into the territory of Poland, export of wastes from Poland, transit of wastes through the territory of Poland.
