Abstract Article 2 gives the applicable areas to these Measures. Article three and four provide for the conditions that an area may carry out well drilling for taking the groundwater. A license shall be obtained and the amount of water taken shall be restricted according to the license. The responsible organization of respective area shall make sure the proper standards are observed in the drilling of wells and carry out investigation and research. Article 2 provides the definition of the terms used in this Act, e.g. soil pollution, groundwater pollution, pollutants, polluter, soil pollution monitoring standards, etc. The Act establishes the prevention and redemption measures in chapter two, the investigation and assessment measures in chapter three, and the control measures in Chapter 4. Chapter 5 regulates that the polluters shall establish a pollution redemption plan in accordance with the results of the investigation and assessment and implement such a plan after approval by the respective authorities.
