Provisions in article 3 apply from 1 January 2003. Abstract This Act sets guidelines on the function and responsibility of cooperative bodies in a municipality. These cooperative bodies are local government decision-making entities with the special task of overseeing regional development issues and are responsible for: A collaborative bodies are responsible for: the implementation of programs for the development of municipalities and county councils intending cooperation with other parties; the coordination of such development efforts; on deciding the use of certain governmental state funds allocated for regional development; on deciding the prioritization of measures relating to infrastructure, establishment of county plans for regional infrastructure etc.; to receiving and preparing applications for subsidy from EU structural funds; to follow up actions and effects of development in counties; and to provide an annual accounting of resulting actions and effects to the Government.
