Abstract This Act aims at strengthening the protection of consumers by creating a system of "legal certainty and transparency", by promoting consciousness, capability, and independence of consumers, by prescribing rules for business agents (defined in article 1 and by raising the quality of goods and services (art. 3). Rights and obligations of consumers are outlined in article 4. Rights and obligation of business agents are outlined in articles 6 to 28. The remaining provisions deal with supervision by authorities, including the National Agency for Consumer Protection established under article 31, settlement of disputes between consumers and agents and investigation into offences.
