The Indonesian territorial sea is the sea channel of a width of 12 sea miles measured from the Indonesian archipelago basic line (art. 3). The basic line of the Indonesian archipelago is drawn using the archipelago's straight basic line. If such line cannot be used, the basic common line or the straight basic line as described by article 5 shall be used. Article 7 provides for the stipulation of the border line between the archipelago waters and the inland waters. Article 10 provides for the definition of the border line between Indonesia and another country of which the territorial sea is "confronting or adjacent" to the one of Indonesia. Provisions of Chapter III deal with the right of passage of foreign vessels. The Government shall determine sea channels which will be used by foreign ships passing through the archipelago (art. 19). Provisions of Chapter IV declare national law and international law in force in the Indonesian waters with respect to the utilization, management, protection, and preservation of the environment in those waters. Chapter VII contains transitional provisions and Chapter VII concluding provisions.
