Abstract Designation or withdrawal of designation of facilities as part of the national essential system may be initiated by the operator of a given facility or by an organ with proposal making power. The same is valid for facilities of European relevance with the difference that a member state of the European Economic Area may also initiate the designation process. A register of designated facilities must be kept. According to Art. 6 a safety operational plan must be prepared by the operator of the designated facility. Article 8 provides rules of control on the operation of designated facilities. Articles 10-13 contain special provisions regarding facilities of the energy sector, including electric energy, oil and liquid hydro-carbons, and natural gas.
