Firstly, Title I lays down provisions concerning hydroelectrical installations. The realization of dams and other hydropower generation installations meeting the characteristics referred to in article 2 shall be subjected to prior environmental impact assessment. If it appears that the realization of those installations may have a significant impact on the environment of other Member States to the European Community, the Ministry of the Environment shall promptly inform the Ministry of Foreign Affairs. Title II is entirely devoted to hydrocarbons and geothermal resources, giving detailed rules as regards the procedure for the issue of (i) the permit to explore hydrocarbons (both liquid and gaseous) in land, territorial sea and continental shelf, and (ii) the concession for cultivation. Prospection and exploration shall be prohibited in the marine waters specified in article 4.
