Abstract This Act establishes the legal regime for port facilities use. It consists of 76 articles establishing the requirements to be satisfied by harbours in order to obtain an authorization to use port facilities. It defines port facilities, authorized activities and port management conditions. It also specifies composition, competencies and duties of the entitled authority in order to regulate port activities, regimes of navigation, vessel requirements and obligations, custom services, etc. It also prescribes controls to be carried out by competent authorities and sanctions to be paid by offenders.
