Its objectives are (a) to define a framework for the retail sale of alcohol and the wholesale of tobacco based on improved public health and social responsibility; (b) to limit and control access to alcohol and tobacco and thus reduce the harmful effects of alcohol and tobacco consumption; (c) to protect young people from alcohol and tobacco use and to limit the supply of unwanted products.
