Abstract

The purpose of this Act is to strengthen regional development and increase consultation between ministries in the field of regional affairs, within each region and between administrative levels, as well as to transfer to local governments increased responsibility in the field of regional and community development. It lays down rules on the Government Steering Committee on Regional Affairs, the Regional Council, Regional Plans, and Regional Development Plans. Regional Plans shall be proposed by the Regional Council, which the relevant ministry then shall submit to the Parliament. The plan shall describe the state's policy in regional affairs at any given time and co-ordination with other public policy and planning. The main goal of the regional plan shall be to equalize the opportunities for all Icelanders for employment and services, to equalize living standards and to promote the sustainable development of local laws throughout the country. Particular emphasis should be placed on areas with chronic depopulation, unemployment and a monotonous economy. The regional plan should also include an action plan. Regional development plans are strategic plans that cover the areas of operation of regional associations of municipalities. They include the status assessment of the region in question, the future vision, goals and measures to achieve those goals. They shall, as a rule, cover the same period as the regional plan.
