Chapter I (art. 1) defines "maritime zone" as comprising inland waters, archipelagic waters, contiguous zone, territorial sea, exclusive economic zone and the continental shelf. Chapter II (arts. 2-5) defines archipelagic waters belonging to the Republic of Cape Verde and the method of measurement. Delimitation of the high seas shall respect all relevant international agreements. In respect of such agreements, the right of innocent passage (transit of foreign vessels through the territorial waters of Cape Verde, etc.) shall be recognized. Chapter III (arts. 7-9) defines territorial waters as not exceeding the 12 nautical miles measured from the baseline established under article 24 and shall include the sea, the airspace above, the sea-bed and its subsoil. According to article 9, foreign vessels enjoy the right of innocent passage. Chapter IV (arts. 10-11) establishes a contiguous zone that may not extend beyond 24 nautical miles measured from the baseline mentioned in art. 24. Article 11 deals with penal provisions against trespassers within territorial waters. Chapter V (arts. 12-16) establishes the exclusive economic zone as the maritime zone of whose beginning corresponds to the outer limit of the territorial sea. This outer limit corresponds to a line which extends 200 nautical miles from the exterior mark of the baseline from which the breadth of the territorial sea is measured. The articles included in this chapter make extensive provisions for the exploitation and exploration of resources, sovereign rights, etc., within those waters. Article 16 contains provisions on unofficial fishing within the waters of the exclusive economic zone of the Republic of Cape Verde. Chapter VI defines the continental shelf as 200 nautical miles from the baseline mentioned in art. 24 and establishes the sovereign rights of the State of Cape Verde. Article 24 contains a table listing the geographical coordinates of archipelagic waters, the contiguous zone, territorial sea, exclusive economic zone and continental shelf.
