Abstract This Act concerns the introduction by municipal councils of a quality control system for assessment of procedures and decisions of municipalities in the field of environment protection, including protection of water resources and nature conservation. The Act includes a list of legislation on the basis of which municipal authorities shall take their decisions. Rules of quality shall be introduced for handling of requests, the professionalism of staff involved, advising, certification, efficiency, etc. The municipal councils shall draft a quality handbook in accordance with instructions of the Minister of the Environment.
