Abstract The purpose of this Act is to establish principles for the protection and rational use of mineral resources, particularly in prospecting and exploration, extraction of minerals, processing and refinement of minerals in connection with mining, as well as safety and environmental protection in these activities. For the purposes of this Act minerals are defined as solid, liquid and gaseous parts of the Earth's crust. The present Act is composed of 45 articles divided into the following Sections: General provisions (Sec. 1); Liablilties of organizations in the use of deposits (Sec. 2); Exploration and management of deposits (Sec. 3); Protection of mineral resources (Sec. 4); Construction of mines and quarries (Sec. 6); Mining of deposits (Sec. 7); Other interventions in the Earth’s crust (Sec. 8); Mining damages and compensation (Sec. 9); Common provisions (Sec. 10); Transitional and final provisions (Sec. 11).
