Particular authorizations may be issued by the competent Ministries by way of derogation of the prohibitions above-mentioned, as per article 1 (2). Article 4 provides for the setting up of a commission which shall be responsible for valuating environmental and health matters in relation to asbestos. Penalties are laid down under article 15.
