Abstract

This Act lays down the purposes of the National Civil Protection Service: to monitor the integrity of life, property and the environment, protecting them against the threat of damage by natural causes, disasters or other damaging events. The Act draws a distinction between damaging events, depending upon whether action is required on the part of any one or more administrative bodies to remedy them. Provision is also made for forecasting damage. The Civil Protection Department drafts forecasting, prevention and relief programmes, and emergency plans of action, and is responsible for coordinating them. There are two central bodies within the National Civil Protection Service: the National Commission for Forecasting and Preventing Major Hazards, and the Operational Committee for Civil Protection. The National Civil Protection Council lays down the criteria for establishing priorities in relation to disaster forecasting and prevention programmes, and indicates the resources needed to deal with emergency situations, and to coordinate relief operations. The government has at its disposal a special fund for civil protection expenses. A set of Regulations has been drawn up governing a system to inspect all the documents issued and to verify the administrative procedures used in emergencies.
