Abstract The Act, which is composed of 23 articles, establishes conditions, methods and scope of free access to information. As indicated in article 3, each person has the right to access to information. The information is retrieved without presenting legal or other arguments or interests for which the information is required. In particular, the Act defines conditions of access to environmental information, as defined by the Act on the Access to Information on Environment.
