A reconstruction shall take place in concentration areas in accordance with this Act. One of the stated objectives of the reconstruction is to decrease the density of livestock farming in concentration areas so as to diminish risks relating to diseases affecting animals and to limit effects of livestock keeping on soil and water resources. For each concentration area one or more reconstruction commissions shall be appointed and reconstruction plans adopted. The Act sets out the required content of such plans.
