The territorial sea of the Netherlands shall extend to the line every point of which is at a distance of 12 international nautical miles, being 22 kilometres and 224 metres, measured seawards from the nearest point of the low-water line along the coast or from the baselines or closing lines referred to in articles 3 and 4, with the proviso that where naturally formed low-tide elevations that are surrounded by water at high tide are situated within this distance, the measurement shall be made from the nearest point of the low-water line on that elevation. The low-water line shall be as the line indicating the depth of 0 metres on the large-scale Dutch sea charts issued upon the instructions of the Ministry of Defence (art. 1).
