Abstract This Act establishes: (a) conditions of production, import and export of chemical substances and substances contained in chemical preparations, and their placing on the market; (b) rights and obligations of producers, importers, distributors, suppliers of the substance or preparation, recipients of the substance or preparation, product suppliers, product recipients and registrants; (c) requirements for the classification, packaging, labeling, use preparations from the point of view of the protection of human life and health and the environment; (d) conditions of placing detergents on the market; (e) conditions of import and export of selected hazardous and substances and preparations; (f) competence of state organs, including control and supervision of obeying provisions of this Act; (g) the imposition and enforcement of penalties for violation of this Act.
